The EIS for the Northstar Corridor project is a <br /> <br />deraUy mandated requirement of the National <br />Environmental Policy Act (NEPA), and is being under- <br />taken by the Federal Transit Administration (ITA). <br /> <br />The EIS phase of the transportation planning process <br />allows for careful consideration of the design, costs, <br />and benefits of the transportation alternatives, while <br />also addressing potential traffic and transportation <br />management, social, economic and environmental <br />impacts that may result. Conceptual engineering sup- <br />port will define the physical and operational aspects <br />of the project sufficiently to complete the environ- <br />mental review, and will include station site plans, sys- <br />tems design, and the vehicle storage and maintenance <br />facility. The analysis in the EIS will: <br /> <br />· Refine tile proposed transportation improvements. <br /> <br />· Assess social, economic, and environmental impacts, <br />such as land acquisitions and displacements; parklands, <br />visual and aesthetic conditions, historic and archeologi- <br />cal resources, safety and security, station area planning <br />and development opportunities, noise and vibration. <br /> <br />· Analyze transportation system impacts, SUell as effects <br />on roadway operations, bus system operations and facH. <br /> <br />. <br /> <br />ities, parking demands, railroad operations, at-grade <br />crossings, and pedestrian and bicycle access. <br /> <br />. Prepare capital cost estimates, including engineering, <br />design, rigllt-oE-wayacquisition, environmental mitiga- <br />tion, and the purchase of the commuter rail vehicles. <br /> <br />· Estimate and analyze operating and maintenance costs, <br />ridership demand and revenues. <br /> <br />During the development of the Draft EIS, the <br />NCDA Project Team will continue to work closely with <br />the representatives of the communities potentially <br />affected by the Northstar Corridor project. The <br />Technical Advisory Committee and Project <br />Management Team will review and comment on all <br />aspects of the environmental and technical analysis. <br />Station area planning workshops will be held with <br />affected communities to develop station sites and sup- <br />porting land uses.
