<br /> <br />.8t Steps <br /> <br />The first step in the EIS process is <br />called "scoping". The Scoping Process is a <br />major part of the environmental and com- <br />munity impact assessment. It is required by <br />law in the National Environmental Policy <br />Act (NEPA) so that the public and the <br />appropriate governmental agencies are <br />involved early in the process. The <br />Northstar Corridor project will comply <br />with all federal and state regulations <br />regarding the evaluation of the alternatives <br />to provide needed transportation services <br />within the corridor. <br />At the scoping meetings, the Northstar <br />Corridor Project Team will explain the EIS <br />process, describe the alternatives being <br />considered, the benefits and impacts being <br />evaluated during the EIS, present the pub- <br />lic involvement program and ask for ideas <br />ed comments from the audience. The <br />environmental analysis will be developed to <br />give an understanding of what is being pro- <br />posed, how much it will cost, what benefits <br />will be gained and what impacts can be <br />expected. The audience is welcome to <br />address any aspect of the proposed project, <br />including the alternatives to be studied (Bee <br />next page). <br />At the end of the Scoping Process, a <br />Scoping Summary Report will be prepared <br />documenting comments received through- <br />out the Scoping Process. The report will <br />describe the meeting preparations, content <br />of the meetings, attendance, the decisions <br />of the NCDA and Federal Transit <br />Administration (ITA) and the refined <br />scope of the project. <br /> <br />e <br /> <br />o <br /> <br />How to comment during Scoping: <br /> <br />Verbal comments can be made at the <br />Scoping Meetings-a court reporter will be <br />documenting the meetings. Written com- <br />ments can be sent to the NCDA by mail, <br />fax or e-mail. See page 7 for addresses <br />and phone/fax numbers.
