Access <br /> <br />Access to the system is critical to effective and safe system operation. Station configuration <br />and siting should: <br /> <br />· Provide access on a public street system that accommodates added traffic demands <br />generated by the facility. <br />· A void travel through residential areas. <br />· Minimize parking conflicts between transit patrons and residents. <br />· Accommodate connections to bus transit routes and light rail services. <br />· Provide direct connections to pedestrian and bicycle systems (both community and <br />regional). <br />· Provide connections to adjacent redevelopment sites and employment centers. <br />· Satisfy all Americans with Disabilities Act (ADA) requirements. <br /> <br />B. Land Use <br /> <br />In order to encourage transportation-supportive land use development patterns, station <br />locations and configurations should: <br /> <br />· Be compatible with adjacent land use, zoning and community development plans. <br />· Minimize adverse impacts upon natural and cultural resources. <br />· Minimize adverse impacts of property acquisition. <br />· Maximize the potential for future adjacent economic development and revitalization. <br />· Maximize access to employment, including reverse commuting patterns. <br /> <br />C. Park and Ride Facilities <br /> <br />All stations except Minneapolis should be located and configured as to: <br /> <br />· Provide sufficient free parking for all transit patrons. <br />· Provide parking that is accessible from a public street or road. <br />· Minimize walking distance from parking to station platform. <br />· Provide direct platform adjacency for other transit modes such as feeder buses, auto drop- <br />off/pick-up, bicycles and pedestrians. <br />· Encourage shared parking with adjacent development. <br /> <br />Phase II Northstar Corridor Major Investment Study <br />Draft - Principles for Station Area Location and Planning <br /> <br />3 <br />May 26, 1999 <br />
