As has
probably occurred at your city councilor board meetings, this topic has been
discussed at the May 12 City of Elk River Park and Recreation Commission
meeting and at several Elk River City Council meetings.

One of the issues being looked at by the Elk River City Council is the fact that
the City of Dayton may very well withdraw from the program in the near
future. Additionally, the past and present budget concerns of the City of
Otsego is an issue when looking at the future membership and unity of the
community recreation program. In some respects, it seems like Elk River's
and the City of Rogers' goal for expanding recreation programs and
opportunities for our residents is in conflict with the Otsego goal of keeping
expenses down for the overall program.

The Elk River City Council is evaluating all options for the continuation of the
community recreation programming in Elk River and of the partnerships
which have been developed over the last seven years.

.

Numerous options, and a combination of options, exist and most of these have
been at least briefly discussed at the Community Recreation Board meetings.
One option that is seriously being considered by the Elk River City Council is,
per the Joint Powers Agreement (JPA), to serve notice that in six months the

13065 Orono Parkway · P.O.
