North Memorial Health Care Reauest for Conditional Use Permit for Health Care <br />Clinic Elk River Plaza 4th Addition, Public Hearina Case No. Cu 99-18 <br /> <br />Assistant Planner Scott Harlicker noted that North Memorial Health Care has <br />requested to amend the Elk River Plaza PUD to allow a 40,000 square foot medical <br />clinic located at the northwest corner of the Elk River Mall. <br /> <br />6.16. David Olson Reauest for Conditional Use Permit for Drua Store - Elk River Plaza 4th, <br />Public Hearina Case No. CU 99-19 <br /> <br />Assistant Planner Scott Harlicker explained that David Olson has requested a <br />conditional use permit to amend the Elk River Plaza PUD to allow a 15,000 square <br />foot retail building. The specific request is to locate a drug store on the site. <br /> <br />6.17. David Olson Request for Conditional Use Permit for Restaurant - Elk River Plaza 4th, <br />Public Hearinq Case No. CU 99-20 <br /> <br />Assistant Planner Scott Harlicker indicated that David Olson has requested a <br />conditional use permit to amend the Elk River Plaza PUD to allow a 13,000 square <br />foot Class I restaurant and retail space. <br /> <br />e <br /> <br />Assistant Planner Scott Harlicker reviewed the staff reports on items 6.14 - 6.17. He <br />explained that part of the existing mall will be demolished for these three buildings <br />and noted that the main concern revolves around the shortage of parking spaces. <br />He stated that the proposed redevelopment will result in a shortage of 279 parking <br />spaces. He then explained that the redevelopment actually meets the required <br />parking spaces, however, the theater was approved in 1997 with a shortage of 348 <br />parking spaces. He noted that staff felt the parking would be adequate due to <br />the fact that the medical and entertainment/dining uses compliment each other <br />for use of the parking lot. <br /> <br />Mayor Klinzing opened the public hearings for items 6.14,6.15,6.16, and 6.17. <br /> <br />Jerry Peddler. Director of ProDertv DeveloDment for North Memorial Health Care, <br />discussed the details explaining how the site was chosen. <br /> <br />Rick Dahl. BWBR reviewed the architecture of the proposed facility. <br /> <br />Lee Hoffman. Madison MarQuette. spoke about issues relating to parking and <br />traffic. <br /> <br />Dave Everson. Madison MarQuette. spoke about the parking issue and reviewed <br />the weekend parking demand. <br /> <br />e <br /> <br />Courtney Kooch. RSP Architects spoke about addressing the planning commission <br />concerns of the building being more of a residential style. He indicated that <br />mansard roofs have been added at the ends of the building to address this <br />concern. <br />
