Within the proposed district, there are 12 properties total,with structures on 11 of them. In order to meet <br /> the criteria for the establishment of a redevelopment TIF district, over 50% of the structures must meet <br /> the definition of structurally substandard. <br /> Structurally substandard is defined as buildings containing defects or deficiencies in structural elements, <br /> essential utilities and facilities, light and ventilation, fire protection (including egress),layout and condition <br /> of interior partitions, or similar factors. Generally, a building is not structurally substandard if it is in <br /> compliance with the building code applicable to a new building, or could be modified to satisfy the <br /> existing code at a cost of less than 15% of the cost of constructing a new structure of the same size and <br /> type. <br /> LHB's report dated June 15, 2017, made a determination that 8 of the 12 properties meets the definition <br /> of structurally substandard, exceeding the 50% requirement to establish the district. The TIF District <br /> qualifies as a redevelopment district in that it meets all of the criteria listed in (1) above.
