Section IIand, (ii) meet at least one or more of the priorities set forth in <br />all <br />Section III b-d for the applicable type of TIF District and (iii) satisfy the <br />provisions set forth in Section IIIVof this document. <br />c. <br />The developer shall demonstrate that the project is not financia <br />but-for the use of TIF. <br /> <br />d. <br />The project shall comply with all provisions set forth in the Ta <br />Financing Act, Minnesota Statutes 469.124469.174to 469.134,469.1794, <br />inclusive, as amended, and, as applicable either Minnesota Statutes 469.174 to <br />469.1794, inclusive,469.001 to 469.047, inclusive, or Minnesota Statutes <br />469.090 to 469.1082, inclusive, or Minnesota Statutes 469.124 to <br />inclusive, allas amended. <br />e. <br />The project must be consistent with the citys Comprehensive Pla <br />Use Plan, and Zoning Ordinances. <br /> of the following public <br />f. A Non-Housing project shall serve at least two <br />purposes: <br /> Creation of jobs with livable wages and benefits. <br /> Significantly increase the citys tax base. <br /> Enhancement or diversification of the citys economic base. <br /> Industrial development that will spur additional private investm <br />the area. <br /> Fulfillment of defined city objectives such as those identified <br />citys Comprehensive Plan and the citys Economic Development <br />Strategic Plan, among others. <br /> Removal of blight or the rehabilitation of a high profile or priority <br />site <br />two <br />g.
