<br />Memo to Mayor and City CounciIJP 99-5 <br />April 19, 1999 <br />Page 3 <br /> <br />. Drainage. Grading and Utilities <br /> <br />Grading drainage and utilities issues are outlined in the attached memos <br />from the City Engineer. <br /> <br />Streets and Parking <br /> <br />The developer is proposing private streets within the development. The <br />proposed street width is 22 feet. For comparison, the street width in Country <br />Crossing Townhomes is 26 feet and in Elk Run the main streets are 30 feet <br />wide. The Fire Chief has indicated that a minimum street width of 24 feet <br />with no on street parking is acceptable. With the narrow streets, on-street <br />parking and its affect on emergency access becomes a concern; additional <br />opportunities for of street parking should be provided. Concrete curb and <br />gutter should be provided through out the site. <br /> <br />The site plan complies with the parking requirements for townhouses. Each <br />town house will have a two car garage and room for two cars in the driveway. <br />The developer was asked to provide additional off street parking because the <br />street will be signed for no parking. The developer has provided eleven <br />additional spaces located throughout the project. <br /> <br />. Park and Recreation Commission <br /> <br />The Park and Recreation Commission recommended park dedication fees in <br />lieu of land. The developer will be installing a 10 foot wide bituminous trial <br />along the east side of Meadowvale Road extending from 193rd to the railroad <br />tracks. <br /> <br />Planninf! Commission Meeting <br /> <br />At the Planning Commission meeting held on march 23rd there were <br />comments from two residents. Concerns were expressed about the loss of <br />trees and the increase in traffic generated by this proposal. The Commission <br />discussed the need for additional off street parking, the loss of trees and the <br />need for a buffer along Meadowvale Road. <br /> <br />Recommendation <br /> <br />The Planning Commission recommended the City Council approve the <br />following: <br /> <br />. <br /> <br />A. Rezoning 10.72 acres from R1c (Single Family Residential) to PUD <br />(planned Unit Development) based on the following findings: <br /> <br />\ \ELKRIVER\SYS\SHRDOC\PLANNING\SCOTT\P99-5CC.DOC <br />
