<br />. <br /> <br />Honorable Mayor and City Council <br />May 13,1999 <br />Page Two <br /> <br />lanes would provide a left turn only and a right turn only. At some point in the future when there <br />is development east of Tyler Street at this intersection, one of the outbound lanes could provide <br />for through traffic. <br /> <br />Access to the internal roadway from the two commercial sites has been restricted to two <br />driveways from each of the sites. The closest two driveways are approximately 250 feet apart. <br />There is a third driveway access for use by delivery vehicles near the intersection of Tyler <br />Street. The horizontal alignment of the internal road will provide for a minimum 30 mile per hour <br />design speed. We would recommend approval of this revised concept for the internal roadway <br />to Elk River Crossing and the access points from the commercial sites to the internal road. <br /> <br />It is important to note that the October 1998 Benshoof and Associates Traffic Impact Analysis <br />for Elk River Crossing recommends some external improvements to the intersection of Trunk <br />Highway 169 and Main Street and the intersection of Main StreetlCSAH 13/main entrance. <br />These recommended improvements at Trunk Highway 169 and Main Street consist of the <br />following: <br /> <br />· Addition of a second westbound left turn lane <br />· Addition of a separate westbound right turn lane and channelization island <br />· Addition of a second southbound left turn lane <br /> <br />Obviously these changes to the intersection will require that the existing signal system be <br />modified. The recommended additions at the Main StreetlCSAH 13/main entrance are as <br />follows: <br /> <br />. <br /> <br />· One eastbound left, two eastbound through, and one eastbound right turn lanes <br />· One westbound left, one westbound through, and one westbound through/right lanes <br />. Two northbound left and one northbound through/right lanes <br />· One southbound left turn and one southbound right through lanes <br /> <br />This intersection is also recommended to have a signalized control system. In addition, the <br />report recommends the closure of the left turn opportunity into the old liquor store site. The <br />median should be reworked to allow more stacking distance for left turning vehicles onto Trunk <br />Highway 169. <br /> <br />All of these external recommended improvements should be completed and operational prior to <br />the opening of either of the major commercial establishments within Elk River Crossing. <br /> <br />If you have questions regarding any of these comments, I will be in attendance at your May 17, <br />1999, City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
