Staff is concerned that the constructing the retaining wall at <br />the property line will necessitate some excavation and backfilling on the <br />railroad property. Furthermore, the location of the wall near the drive lane <br />might interfere with driving movements and snowplowing causing damage to <br />vehicles and/or the wall. On the east edge of the property the slopes shown <br />are steeper than the 33% allowed by code and will necessitate another wall <br />adjacent a drive lane and property line (See attached Howard R. Green <br />memorandum). <br /> <br />Site Drainage <br /> <br />On the grading plan, a small sedimentation pond is proposed. The City <br />Engineer has concerns regarding this proposal and recommends alternatives <br />to the pond be implemented (See attached Howard R. Green memorandum). <br /> <br />Sign <br /> <br />The police department and Fire Department have requested that the <br />driveway extend around the proposed building addition near the entrance of <br />the site to facilitate emergency vehicle access. This paving conflicts with the <br />location of the existing pole sign. A new location has been shown. The new <br />sign will be required to conform the Sign Ordinance and will require a sign <br />permit prior to construction. <br /> <br />Landscapin!! <br /> <br />According to the Elk River Landscape Ordinance, the applicant is required to <br />plant 28 trees. As proposed, the site is mostly paved leaving little area for <br />landscaping. The applicant has indicated (9) conifers and (12) deciduous <br />trees planted roughly 30 feet on center. The tree species, sizes and planting <br />details have not been indicated on the site plan. Staff is satisfied with the <br />landscape plan, however species and quantities should be provided to staff <br />prior to construction. <br /> <br />Plannin!! Commission <br /> <br />At the May 11, 1999, Public Hearing, no one from the public spoke for or <br />against this proposal. The Commission was primarily concerned about curb <br />and gutter on site, site drainage and the retaining wall.
