CITY OF ELK RIVER <br />MANAGEMENT'S DISCUSSION AND ANALYSIS <br />ENDED DECEMBER 31, 2016 <br />Business -type activities. Business -type activities increased the City of Elk River's net position by <br />$2,953,172. Key elements of this increase are as follows: <br />• Charges for services for business -type activities increased $1,708,347 due largely to an <br />increase in electric usage.
