Conduct <br />necessary research needed to develop the work plan. <br />Develop a work plan for implementation of public involvement and public information <br />strategies. The work plan should identify key messages, themes, stakeholders and <br />activities to be undertaken during the period of July 1999 through December 2000. <br />Research activities should be undertaken to guide the development of the work plan. <br />Research activities must include: <br />1. Review of current research gathered by the NCDA regarding commuter <br />rail. <br />2. Conducting research to identify the level of knowledge or opinions of key <br />stakeholders as described in page 3 of the Shandwick International <br />response to the NCDA's request for proposals for a public involvement <br />and public information consultant. <br /> <br />. <br /> <br />The work plan must include: <br />1. Identification of key stakeholders and target audiences. <br />2.
