Prepare a matrix summarizing the evaluation of potential for each station area. <br />Forecast the type (residential, office, industrial, and commercial) and amount <br />of land development by station for the year 2020. The final forecasts will be <br />input to the station area plans. <br /> <br />c. Contacts/Reviews: Obtain preliminary forecasts (without the project) from <br />the Twin Cities Metropolitan Council, the St. Cloud MPO and the State <br />Demographer. . Meet with local planners or zoning administrators to obtain <br />and discuss land use plans, zoning, roadway changes and any city-assisted <br />development efforts. Inspect each station area site and vicinity. Tour the <br />general area of each station to understand the pattern of land use and <br />development. Review the aerial and other photography prepared previously. <br /> <br />Review and discuss the forecasts with representatives of the cities as a group, <br />with the NCDA and with the demographic forecasters of the Metropolitan <br />Council and the St. Cloud MPO. <br /> <br />. <br /> <br />d. Work Products: Prepare a Technical Memorandum describing the study <br />methodology and results of the forecasts of land development for the corridor <br />and for each station area. <br /> <br />e. Schedule: The corridor-level forecasts will be completed by June 30 and the <br />station-area forecasts by July 31. <br /> <br />Subtask 2.2.2: Transit-Oriented Development Policies <br /> <br />a. Goal: Prepare guidance for the cities to use in promoting and guiding <br />development near the stations. NCDA will coordinate with Metro Council <br />TOD land use guidelines currently being developed. <br /> <br />. Define polices and actions that would enhance transit-oriented development. <br />A dialogue will be established to engage the local neighborhoods, the <br />responsible local and metropolitan agencies, interest groups and the general <br />public to identify appropriate actions and the responsible parties for the <br />implementation of plans for the integration of commuter facilities and land <br />use. A workshop format will be used to initiate dialogue with the <br />communities to refine the analysis process and identify issues to be addressed <br />in Task 2.1. <br /> <br />. <br /> <br />Provide recommendations for policies and actions for each city that would <br />support transit oriented development at each station area. <br /> <br />Describe and evaluate the potential impact of the project on growth <br />management policies of the Twin Cities, the St. Cloud area and the <br />communities in the corridor. <br />
