General Fund Exoenditures bv Function <br /> <br />Public safety expenditures continue to account for the majority of the General <br />Fund expenditures - 52 percent in 1989 and 54 percent in 1999. Keep in mind <br />that this excludes capital outlay. If capital outlay, which is now budgeted to <br />equipment certificates and equipment reserves was included, public safety <br />expenditures would make up an even greater share of the total. Although <br />culture and recreation makes up the smallest portion of General Fund <br />expenditures, it has increased the most over the ten year period. In 1989, 2.45 <br />percent of the total was spent on culture and recreation, and in 1998, 9.11 <br />percent of the total was spent on culture and recreation. Both general <br />government and public works expenditures have increased over the ten year <br />period. However, as a percentage of the total, general government has <br />decreased by 2 percent and public works has decreased by 6.5 percent. Public <br />works expenditures for non-capital items have not kept pace with increases in <br />public safety departments.
