<br />" <br /> <br />. <br /> <br />The Honorable Chairman and Planning Commission <br />March 15, 1999 <br />Page Two <br /> <br />· Sherburne County has reviewed this plat and written a letter dated February 17, <br />1999. They approve of the accesses onto County Road 44 with the conditions that <br />the southern access be aligned with Elgin Drive as it is shown on the preliminary <br />plat. The northern access is permitted contingent upon eliminating it in the future, if <br />and when future phases of this plat provide for an access to 193rd Avenue. <br />. The County review letter also requested that 50 feet of right-of-way be provided <br />along Meadowvale Road. The plat does show this additional right-of-way. <br />. The developer should be required to provide a 10-foot wide bituminous trail along <br />Meadowvale Road. Recently, the City Council increased park dedication fees. At <br />this point, no decision has been made on the bituminous trail credit. Up to this point, <br />a credit of $10 per lineal foot has been granted against the park dedication fee for <br />trails constructed by the developer. With the increase in the park dedication fee, this <br />credit needs to be reviewed and determined whether or not it will also increase. <br />. At the southeast corner of the development where the internal road dead ends a 20- <br />foot deep "hammerhead" turn around has been provided. <br /> <br />B. PRELIMINARY GRADING PLAN <br /> <br />. <br /> <br />. Steve Rohlf will be reviewing the small amount of filling of the wetland to determine <br />whether or not this can be done under the expectation in the wetland law. One point <br />to make, however, is that the wetlands have not been officially delineated at this <br />time. If the delineation in the spring changes the wetland boundary significantly, this <br />issue may have to be revisited. <br />. It has been the City's practice to require a 20-foot relatively flat area at the rear of <br />residential building units. This in an attempt to provide some semblance of a usable <br />backyard. Several of the townhome units located adjacent to the wetland complex <br />have less than 20 feet of usable area out of the back of the unit. We would <br />recommend that each townhome unit be provided with a minimum of 20 feet of <br />usable backyard area. <br />. The grading plan shows grading within the gas line easement. However, it does <br />appear that most of the grading will maintain or slightly raise the existing elevation. <br />A permit will be needed from the Gas Company for this grading. <br />. A new 42 inch culvert is shown crossing Meadowvale Road at County Ditch 31. A <br />permit from Sherburne County will be necessary for this installation and also it will <br />likely be necessary for the developer to prove that this installation does not impact <br />the flood elevation up stream. <br />. No drainage calculations have been provided at this time. It will be necessary to <br />submit drainage calculations, have them reviewed and approved prior to final plat <br />approval. <br /> <br />C. PRELIMINARY UTILITY PLAN <br /> <br />. <br /> <br />. There is an existing 10-inch water main loop running in Meadowvale Road. It is <br />proposed to connect to this water main at the two road locations and extend lateral <br />water main into the development. Three hydrants are proposed internal to the <br />development.
