also been contacted by residents concerned about the proposed impacts to their properties, specifically <br />free range chickens, which are not permitted with this ordinance. <br />The proposed amendment expands opportunities for the keeping of chickens, and includes regulations <br />intended to reduce impacts to neighboring properties. <br />Background/Discussion <br />A survey review and comparison with zoning regulations of nearby and similar cities, including: <br />■ Otsego ■ Jordan ■ Burnsville <br />■ Ramsey ■ Shakopee ■ Rochester <br />Anoka <br />Hastings <br />Shoreview <br />Big Lake, St. Michael, and Rogers do not permit chickens on smaller lot sizes. Staff modified regulations <br />from the above communities to fit our community's desires, and to address concerns of noise, pests, <br />odor, waste management, and predators as expressed in the survey. <br />Number of Chickens <br />Staff recommends allowing a total of 12 chickens on lots <br />all lots of 2.5-5 acres regardless of zoning and an increase <br />with a CUP to match existing agricultural animal units. <br />Chickens would not be permitted to roam the property, <br />and must be kept within a coop or run area. <br />The image shows in dark green the residential parcels 5 <br />acres or above where chickens are permitted today with <br />or without a CUP. The light green residential parcels <br />show the parcels that would now be permitted to have <br />chickens without a permit if the ordinance is adopted. <br />Please note all other lots besides residential are shaded in <br />light gray and not included in this analysis. <br />Chicken Coop and Run <br />Staff recommends requiring a fully enclosed run and <br />coop, which must be located in the rear yard. <br />Additionally, to reduce impacts of animals and rodents, <br />staff recommends the following: <br />■ The coop and run shall meet all building and zoning <br />codes. This includes coops not exceeding 200 sf. <br />■ The entire coop and run areas need to be in a complete <br />enclosure, including protective overhead netting to <br />defend against predators.
