The properties to the west and south will be screened <br />by either existing woods or a hill. There is an existing row of evergreens <br />planted along the east property line. <br /> <br />The pole building will be used for storage of equipment. An outdoor storage <br />area is proposed along the east side of the pole building. Any outdoor storage <br />of materials would have to be completely screen from adjacent properties and <br />the street. A stockade fence, along with landscaping, could be use to screen <br />the proposed storage area. All equipment will have to be stored within the <br />pole building. All outdoor storage should comply with the setback <br />requirements for accessory structures. <br /> <br />The area between the house and the street is proposed to be used as growing <br />area for ornamental and shade trees. The applicant should check with NSP <br />to see what type of restrictions are involved with planting trees within their <br />easement. The applicant has indicated that some of the trees planted in the <br />growing areas will be left to mature and provide a screen. <br /> <br />. <br /> <br />The applicant has also indicated he would like to conduct retail sales from <br />May 1st to July 1st. Retail sales are not usually associated with home <br />occupations unless they are clearly incidental to the services provided in the <br />dwelling. An example of typical retail sales is the sale of a line of shampoo <br />and hair treatments incidental to a home hair salon. <br /> <br />The applicant is also proposing an 16 square foot freestanding sign. The <br />ordinance allows only a 2 square foot wall sign. The proposed freestanding <br />will not be allowed. <br /> <br />Planning Commission Meeting <br /> <br />At the March 23rd Planning Commission meeting one neighbor spoke at the <br />public hearing. That person did not want to see retail sales as part of this <br />home occupation permit. The Planning Commission also had reservations <br />about retail sales at this site and recommended that retail sales not be <br />allowed. <br /> <br />Recommendation <br /> <br />. <br /> <br />The Planning Commission recommended the City Council approve the <br />request for a conditional use permit to allow a landscaping business as a <br />home occupation with the following conditions: <br /> <br />F:\SHRDOC\PLANNING\SCOTT\CU99-6CC.DOC <br />
