<br />. <br /> <br />. <br /> <br />. <br /> <br />II. <br /> <br />SOCIAL AND ENVIRONMENTAL IMPACTS <br /> <br />The planning process thus far has led to some basic assumptions regarding the Northstar <br />commuter rail system. The corridor extends from downtown Minneapolis to East St. Cloud <br />and includes a total of 11 stations including two terminal stations. Two possible alternatives <br />exist from East St. Cloud - to downtown St. Cloud or the City of Rice for the termination of <br />the service. <br /> <br />Assuming the train stops at every station, the proposed rail time total is 90 minutes from <br />Minneapolis to St. Cloud. All trains may not serve all stations; proposed service frequency at <br />each station is based on anticipated use and maximizing efficient travel times. <br /> <br />Parking at the commuter rail stations is assumed to be unlimited and at no charge to <br />passengers with the exception of the two Minneapolis stations where no parking will be <br />permitted consistent with city policy.
