<br />. <br /> <br />*NOR11IS7f/41/H1 <br />C({))RRII/O)@!R <br /> <br />Agenda Item #2c <br /> <br />Memorandum <br /> <br />March 25, 1999 <br /> <br />To: <br /> <br />Northstar Corridor Development Authority <br /> <br />From: <br /> <br />Executive Committee <br /> <br />Subject: <br /> <br />Technical Advisory Committee <br /> <br />. <br /> <br />Much of the upcoming Northstar Corridor work will involve evaluating the technical <br />merits and performance of bus, commuter rail, intelligent transportation system, <br />highway, and safety components of the alternative strategies to be compared. As the <br />project progresses through the major investment study and begins the development of <br />the environmental impact statement, the Executive Committee requests your assistance <br />in establishing a Technical Advisory Committee (TAC) to complete these two major <br />elements of the overall work program. <br /> <br />We believe your upcoming evaluation of the alternatives will benefit from establishing a <br />Technical Advisory Committee, which would advise the Project Management Team <br />(PMT) on technical issues during this phase of the project. The TAC would include <br />senior level planners and / or engineers who are familiar with the transportation issues <br />in the corridor. Senior technical staffs from each individual community are best <br />equipped to help the PMT evaluate the options the consultant team brings forward over <br />the next few months. Many of these same staff members are likely to be involved in the <br />land use and station area planning work as well. The project and the communities in <br />the corridor will benefit by having familiarity with the project spread through the corridor <br />via these additional opportunities for local involvement. <br /> <br />Project management team members would also be members of the TAC, with TAC <br />meetings scheduled to immediately precede or follow regular PMT meetings to avoid <br />duplication and unnecessary additional meetings. Following completion of the MIS and <br />EIS, we anticipate disbanding the TAC and continuing to manage the project through <br />the Project Management Team. <br /> <br />. <br /> <br />Action Reauested: The Executive Committee recommends that the NCDA request <br />participating cities, townships, and counties appoint a member of their organizations' <br />professional planning and / or engineering staffs to serve as a member of the Technical <br />Advisory Committee by April 30, 1999. <br /> <br />Northstar Corridor Development Authority <br />2100 3rd Avenue.
