<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />Minutes of the Proceedings of the Annual Village Election of the Village of Elk River <br />th <br />held on the 12 day of January 1897 <br /> <br /> <br /> <br /> <br />At the annual Village Election of the Village of Elk River in the County of Sherburne and State of <br />Minnesota, held \[at\] Music Hall, being the place where it was directed to be held by the Village <br />th <br />Council after given due notice thereof as provided by law, on the 12 day of January 1897. <br /> <br />Chas S. Wheaton, one of the qualified voters of said Village, who had within twenty days before <br />such time been designed and appointed by the Village Council to act as Judge of said Election. <br /> <br />J.H. Williams was elected viva voce as the other Judge, who being present with the Recorder at the <br />hour of one o’clock P.M., each of them duly took and subscribed \[an\] oath to faithfully discharge the <br />duties required of them at such Election, and the said Judges and Clerk, being duly qualified, <br />forthwith opened the polls by proclamation, and the Elections proceeded by ballot without <br />adjournment or intermission until closed. <br /> <br />The subjects voted on at such election, as stated in the notice thereof, were one President of the <br />Common Council, three Trustees, one Recorder, one Treasurer, one Justice of the Peace. The <br />question of granting license for the sale of intoxicating liquors as a beverage, was submitted to the <br />voters of said Village. <br /> <br />At four o’clock in the afternoon of said day, the polls were closed, proclamation thereof having been <br />made by one of the Judges thirty minutes previous thereto. <br /> <br />The Judges then proceeded to publicly count and canvass the votes, and continued without <br />intermission until complete and the result declared. <br /> <br />The following is a true statement of the result of the counting and canvass of votes by ballot at the <br />annual Village Election of the Village of Elk River, County of Sherburne and State of Minnesota, <br />held Jan. 12, 1897, as proclaimed to the voters by one of the Judges of Election. <br /> <br />H.C. Hastings received 90 votes for President of Common Council. <br />E.P. Sawyer received 35 votes for President of Common Council. <br />H.C. Hastings was declared elected President of Common Council. <br /> <br />D.R. Houlton received 124 votes for Trustee. <br />W.W. Heath received 35 votes for Trustee. <br />W. Jameson received 35 votes for Trustee. <br />L. Pollard received 90 votes for Trustee. <br />F.P. Brown received 87 votes for Trustee. <br />C.I. Scoboria received 3 votes for Trustee. <br /> <br />D.R. Houlton was declared elected Trustee. <br /> <br />
