4 Beaudry <br />QIL & PRQPAfME <br />630 Proctor Ave NW — Elk River, MN 55330 <br />April 20, 2017 <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br />RE: Truck Shop — Proposed Project <br />To Whom It May Concern: <br />EMAILED: JFEMRITE @ELKRIVERMN.GOV <br />ZCARLTON @ELKRIVERMN.GOV <br />AOTHOUDT @ELKRIVERMN.GOV <br />This letter is my official notice that I would like to move forward with consideration of my <br />redevelopment project immediately west of Beaudry Oil on CR 1 /Proctor as proposed, and I, or a <br />representative on my behalf, will be in attendance at the following upcoming meetings: <br />• April 25, 2017 — Planning Commission Meeting <br />• May 1, 2017 — HRA Meeting <br />• May 15, 2017 - City Council Meeting <br />I have no issues with the conditions as outlined in the Planning and Zoning staff reports. <br />While I have every intent to continue working with Elk River City Staff on drafting a master plan for the <br />block acceptable to all parties involved, moving forward with the current approval process will provide <br />me with the option to execute this project as originally proposed, should we not reach an acceptable <br />alternative. Per discussion with Mr. Carlton on April 18, 2017, my understanding is that I have two years <br />from the date of final project approval to construct the project, and there is no harm in me obtaining <br />approval. <br />To date, I have spent considerable time and financial resources on this project ($40,000 +). Putting this <br />project on hold is not only stifling my business growth and job creation, but is putting me in a position <br />with many unanswered questions, lost revenue and uncertainties. <br />The purpose of this letter is to outline my expectations and points of future discussion as we continue <br />delaying our project to work with the city on an alternative plan. To continue these discussions, the <br />following items need to be addressed: <br />• We need to break ground no later than October 1, 2017 <br />• An approved CR1 /Proctor transportation redevelopment plan <br />• The proposed regional retention pond and road connecting Proctor and Quinn need to be <br />constructed prior to project completion <br />• All future applicable city application fees and escrows for the project waived <br />• The $75,000 HRA Rehabilitation Forgivable loan needs to be approved <br />
