COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />6.19. Reauest By City Of Elk River For Ordinance Amendment Reaardinq Wind <br />Generators as a Conditional Use In The A 1 (Aaricultural Zoning District), Public <br />Hearing Case No. OA 99-2 <br /> <br />Planning Assistant Scott Harlicker indicated that the City of Elk River is requesting to <br />amend the zoning code to allow wind generators as a conditional use in the A 1 <br />(Agricultural Conservation) district. Scott reviewed the staff report on this issue. He <br />noted that the Planning Commission recommended approval of the request. <br /> <br />Mayor Klinzing opened the public hearing. <br /> <br />Cecilia Scheel - 10271 213th Ave. NW - indicated she has neighbors who have wind <br />generators and they are not a nuisance, but a win-win situation for the community <br />and owner of the generator. <br /> <br />There being no other comments, Mayor Klinzing closed the public hearing. <br /> <br />e <br /> <br />COUNCILMEMBER THOMPSON MOVED TO ADOPT ORDINANCE 99-13 AMENDING <br />SECTION 900.12 OF THE CITY CODE OF ORDINANCE TO ALLOW WIND GENERATORS AS <br />A CONDITIONAL USE IN THE A-1 DISTRICT. COUNCILMEMBER MOTlN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.20 <br /> <br />Reauest by City of Elk River for Ordinance Amendment Regardina Open Space <br />Subdivision Regulations, Public Hearina Case No. OA 98-3 <br /> <br />Planner Steve Wensman indicated that the City of Elk River is requesting an <br />ordinance amendment to create an open space preservation development <br />overlay zoning district and regulations. Steve explained that the open space <br />development ordinance is written to permit clustering in an overlay district for the <br />R 1 a (Rural Residential District) and A 1 (Agricultural Conservation) zones if the <br />development meets the minimum requirements as consistent with the <br />Comprehensive Plan. Steve Wensman reviewed the staff report on this issue and <br />noted that the Planning Commission recommended approval of the request. <br /> <br />Mayor Klinzing opened the public hearing. <br /> <br />Cecilia Scheel - 10271 213th Ave. NW - stated that property owners cannot afford to <br />give away land to be used for open space. She indicated that she is opposed to <br />the ordinance. She further questioned how this ordinance will impact the large <br />land property owners. Cecilia Scheel questioned why the city felt it needed to <br />implement this ordinance. <br /> <br />Council member Farber stated he does not feel a need for this type of ordinance in <br />the city at this time. <br /> <br />e <br />
