<br />City Council Minutes <br />April 19, 1999 <br /> <br />Page 13 <br /> <br />e <br /> <br />Development); a request for preliminary plat for 27 town homes; and a request for a <br />conditional use permit for a planned unit development for Meadowvale <br />Townhomes. Scott Harlicker reviewed the staff report on these issues. He noted <br />that the Park and Recreation Commission recommended park dedication fees in <br />lieu of land and the Planning Commission recommended approval of the requests. <br /> <br />Mayor Klinzing opened the public hearing. <br /> <br />Jay Hill, John Oliver and Associates, indicated that wetlands have been <br />delineated. He stated that the plans have been revised to address the concerns <br />of the Planning Commission regarding screening and off-street parking. <br /> <br />Dave Anderson, park and recreation commissioner, indicated his concern with tree <br />preservation. He also commented on the berm requirements and requested that <br />they be adequate for screening. <br /> <br />There being no further comments from the public, Mayor Klinzing closed the public <br />hearing. <br /> <br />Council member Dietz indicated his concern with the entrances onto Meadowvale <br />and stated he was also concerned with the number of trees that will be lost. He <br />stated he feels the housing is too dense for the area. <br /> <br />Mayor Klinzing indicated she also had a problem with the density. <br /> <br />e <br /> <br />MAYOR KLINZING MOVED TO DENY ORDINANCE 99-13 AMENDING THE CITY OF ELK <br />RIVER ZONING MAP TO REZONE CERTAIN PROPERTY FROM R1C (SINGLE FAMILY <br />RESIDENTIAL) TO PUD (PLANNED UNIT DEVELOPMENT COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. <br /> <br />Councilmember Farber indicated he is not opposed to the rezoning. <br /> <br />Jay Hill, John Oliver and Associates, indicated that there are several constraints <br />placed on the property; railroad, gas main easement, wetlands. <br /> <br />Councilmember Dietz stated that although he is not opposed to townhouses in the <br />area, he is uncomfortable with the plan because of the density and the proposal <br />for a private street. Council member Thompson concurred. <br /> <br />Todd Ganz, owner of the property, indicated that the project was initially designed <br />with 29 units and has since been reduced to 27 units so as to minimize wetland <br />impact. He indicated he has gone through the process required by the city. He <br />further indicated that he is dealing with special barriers such as wetlands, <br />easements, and a railroad. <br /> <br />Council member Motin stated that he felt that townhomes are a good transition <br />between single family and industrial. He further noted that the people buying the <br />property will know about the density and therefore he is not opposed to the <br />density. <br /> <br />e <br />
