<br />e <br /> <br />e <br /> <br />e <br /> <br />City Council Minutes <br />April 12, 1999 <br /> <br />Page 2 <br /> <br />Chief Zerwas indicated he has spoken with the property owners regarding the <br />neighbors' concerns with the dirt bikes and ATV's. He indicated that the City's <br />existing ordinance limits enforcement of these issues. He stated that he would <br />meet again with the property owner in an attempt to resolve the issue. <br /> <br />Council discussion pursued regarding the possibility of the city adopting an <br />ordinance to deal with these types of situations. The Police Chief indicated that <br />the property owner with the trail owns 14 acres of land. He stated that it would <br />be difficult to enforce limiting the use of ATV's on large parcels of property. The <br />Council discussed the possibility of addressing the issue through the nuisance <br />ordinance. It was the consensus of the council to try to deal with this issue <br />through the Police Chief negotiating with the property owners. <br /> <br />Oar and Brian Shank - 13491 Meadowvale Road also stated their concerns <br />regarding the same issue. <br /> <br />Cliff LundberQ - 112 Elk Hills Drive - Encouraged the Council to review the old <br />community center study. He stated that the study should be updated by a new <br />task force. Cliff indicated that there is a need for facilities with large meeting <br />areas and stated it would be a good idea for the Council to work together with <br />the School District on this venture. <br /> <br />5.1. <br /> <br />Consider Aooroval of MnDOT Sianal Aareement <br /> <br />City Engineer Terry Maurer requested the Council to enter into a signal <br />agreement with MnDot to install a new traffic control signal with street lights, <br />emergency vehicle pre-emption and signing and to construct intersection <br />improvements on Trunk Highway 10 at 17151 Avenue. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 99-28 ENTERING INTO A <br />TRAFFIC SIGNAL CONTROL AGREEMENT WITH MNDOT AGREEMENT NO. 78696R FOR <br />THE INTERSECTION OF HIGHWAY 10 AND 17pT AVENUE. COUNCILMEMBER MOTIN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.2. Consideration of Bids for Trunk Hiahwav 10/17151 A venue Sianal <br /> <br />City Engineer Terry Maurer stated that bids have been received for the Highway <br />10/171 51 Avenue Signal. Terry Maurer recommended adoption of a resolution <br />authorizing the award of the contract to the low bidder, Accurate Electric at <br />$169,221.26. <br /> <br />COUNCILMEMBER MOTIN MOVED TO ADOPT RESOLUTION 99-29 ACCEPTING BID <br />AND AUTHORIZING EXECUTION OF CONTRACT IN THE MATTER OF THE TH 10/1715T <br />AVENUE SIGNALIZATION AND INTERSECTION GEOMETRICS IMPROVEMENT OF 1999. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />City Administrator Pat Klaers stated that the city's cost in the project is $73.475.52 <br />which will be funded by MSA funds. <br />
