The CUP shall not be recorded until conditions three and four have been satisfied. <br /> 2. The CUP is not a building permit and all required sign permits must be approved by the building <br /> department prior to any construction activities on site. <br /> 3. Staff approval of the final survey and sign location. <br /> 4. Staff approval of landscaped plans and specifications outlining compliance with the standards set <br /> forth in Sec. 30-871(8). <br /> Background/Discussion <br /> Case No. CU 17-05 <br /> The applicant is proposing to install a digital changeable copy sign (billboard) that is 10.5 x 36 feet and 35 <br /> feet tall when measured at grade. Ordinance requires a CUP to construct a digital changeable copy sign <br /> larger than 30 square feet. The proposed location meets all required setbacks and spacing requirements <br /> for such signs. The parcel is also heavily encumbered by utility easements that leave little opportunity for <br /> future development. <br /> The property is zoned Highway Commercial (C-3) where advertising signs (billboards) are permitted as a <br /> principal use. The property was recently platted as Lot 2,Block 1, ER Ventures Addition. <br /> Analysis <br /> Comprehensive Plan <br /> The property is located within the Highway Business district which guides the property for commercial <br /> uses. This area guides development towards regional market orientations and notes that business should <br /> be regional in nature as well. The proposed use will promote regional businesses, many of which may be <br /> outside of the City of Elk River. <br /> The proposed use is consistent with the Comprehensive Plan. <br /> Transportation/ Circulation <br /> Construction access for the sign will be from the east side of the property off Zane Street. Future <br /> maintenance access will be required to follow the same route. <br /> POWERED 6T <br /> AR <br />
