The drawings included a preliminary plat, preliminary <br />grading plan, preliminary utility plan, and preliminary site plan. We also received and <br />reviewed an updated traffic study prepared by Benshoof & Associates, Inc. dated December <br />7, 2004. Finally, there was an Application for a Wetland Project prepared by Miller <br />Environmental, Inc. This information was reviewed by the Technical Evaluation Panel on <br />December 9,2004. Based on our review, we would offer the following comments: <br /> <br />A. Traffic <br /> <br />Without a doubt, the most critical issue with this proposed development from an <br />engineering standpoint is the traffic analysis. Attached is the updated traffic study prepared <br />by Benshoof & Associates for yours and the Planning Commission's review. As you are <br />aware, Carson Business Park will create a southern fourth leg of the intersection of Main <br />Street and Carson Avenue, which lies approximately 350 feet west of the intersection of <br />Main Street with Trunk Highway 169. The traffic analysis indicates that the four lots are in <br />Carson Business Park are anticipated to be developed as a 16,000 square foot grocery store, a <br />14,700 square foot pharmacy, 19,400 square feet of retail space, and an 1,800 square foot <br />coffee shop. In addition, the development shows a driveway at the end of the cul-de-sac to <br />the Great River Energy property.
