Mr. Dan Clumpner

-8-

December 6, 2004

Trip Distribution and Assignment

Distribution percentages for the proposed development trips were established based 'On
'Our trafficcountsatthe subject intersections, locations 'Of major attractions relative to the
proposed site,. and the surrounding roadwaynetwark. The following are the trip
distributian percentages:

· Nt:<w Trips
o 30 percent to and fram the north an TH 169
o 10 percent to and fram the sauth an TH 169
o 40 percent to and fram the west ail Main Street
o 20 percent ta and fram the east an CSAH (County State Aid Highway) 12

· Passby Trips
o A.M. Peak Haur
. 40 percent fram the west an Main Street and to the east an CSAH 12
. 60 percent from the east on CSAH 12 and to the west an Main Street
o P.M. Peak Haur
. 45 percent from the west on Main Street and ta the east an CSAH 12
. 55 percent from the ~ast an CSAH 12 and to the west an Main Street

. Diverted Trips
o A.M. Peak Hour
. 70 percent from the narth and ta the sauth an TH 169
. 30 percent from the sauth and ta the narth on TH 169
o P.M. Peak Haur
. 30 percent fram the narth and ta the sauth on TH 169
. 70 percent from the sauth and to the narth an TH 169

Estimated trips for the propased development were assigned to the surrounding raad netwark
based an the abave trip distributian percentages to determine development valumes at the
subject intersectians.

Traffic Valumes

As described earlier, we have campleted traffic forecasts and analyses far 'One year after
fullcampletian 'Of the propased development, i.e. 2006. Based an histaric traffic grawth
trends an TH 169, we established a five percent per year grawth rate far backgraund
traffic an TH 169. Similarly, a three percent per year grawth rate was established far
traffic 'On Main Street. These grawth rates were applied ta existing volumes at the subject
intersectians ta arrive at 2006 no-build traffic valumes. The 2006 build volumes were
established by adding the propased development volumes to 2006 no-build volumes.
Traffic volumes for all these scenarios during both the a.m. and the p.m. peak haurs are
presented in Figure 3.
