<br />Mr. Dan Clumpner <br /> <br />-5- <br /> <br />December 7, 2004 <br /> <br />EXISTING CONDITIONS <br /> <br />The site for the proposed develqpmentpresently is undeveloped. Northofthe site is Main <br />Street, a four lanermidwaywith a median between Carson Street andTH 169. Carson Street <br />provides access for the development on the north side of Main Street. To the east, Main Street <br />intersects with TH 169, a four lane highway with a median. Existing geometries and traffic <br />controls at the subject intersections are as follows: <br />. r; <br /> <br />. Main Street/TH 169. This intersection presently provides two left turn ,lanes, two <br />through lanes, and one right turn lane on all approaches. This intersection presently is <br />controlled by a traffic signal. Although this traffic signal is' setup for coordinated <br />operation with other nearby signalized intersections on TH 169, this signal presently is <br />operating uncoordinated. Mn/DOT (Minnesota Department of Transportation) staff has <br />indicated that problems arose due to changes made to this intersection about two years <br />ago. One of the major problems is insufficient space within the intersection for <br />northbound double left turns and the southbound double left turns to operate at the <br />same time. This led Mn/DOT staffto provide lead phasing for northbound left turns <br />-and lag phasing for southbound left turns. With this change in phasing, the existing <br />controller was unable to provide coordination. MnIDOT currently is in the process of <br />evaluating alternative signal timing/phasing plans and controllers to develop a plan that <br />provides coordinated operation for this signal. MnIDOT's expectation is to develop <br />and implement such a plan by the end of2004. <br /> <br />. Main Street/Carson Street. This intersection presently provides a left turn lane ,and a <br />through lane on the west approach, a left turn lane, a through lane, and a shared <br />through/right turn lane on the east approach, and one left turn lane and one right turn <br />lane on the north approach. Although the north approach presently is not marked as <br />two lanes, observations at the site indicated that this approach is wide enough for two <br />lanes and motorists were using it as a two-lane approach. This intersection pr'esently is <br />controlled by a stop sign on the north approach. <br /> <br />To better understand existing conditions at the subject intersections, traffic volumes were <br />collected at these intersections on a typical weekday in January during both the a.m. (7:00 <br />- 9:00 a.m.) and the p.m. (4:00 - 6:00 p.m.) peak periods. To account for average <br />conditions during a year, our counts were increased by nine percent, which was based on <br />MnlDOT's seasonal adjustment factors. Existing traffic volumes during both the a.m. <br />and the p.m. peak hours are presented. later in this memorandum. <br />
