Elk River, MN

PURPOSE AND BACKGROUND

The purpose of this memorandum is t6 present the updated results of our traffic study for the
proposed commercial development in the City of Elk River, MN. This report is an update to
our report dated May 18,2004. We have updated our work"to account for changes in the
proposed development plan.

The proposed site is located in the southwest quadrant of the TH (trunk highway) 169/Main
Street intersection. The following two questions were addressed in our traffic study:

. What would be the traffic impacts of the proposed development at the Main Street
intersections with TH 169 and Carson Street during both the a.m. and the p.m. peak
hours on a typical weekday?
. With the proposed development, what would be the queuing situatjon on Main Street
between TH 169 and Carson Street? Would these queues be long enough to cause
blockage at the above two intersections?

Figure r shows the project location and the subject intersections.
