<br />City Council / GP 05-01 <br />February 22, 2005 <br />Page 2 <br /> <br />Overview <br /> <br />Plant Place is requesting a general planning permit to locate a temporary greenhouse in the <br />Coborn's parking lot. They will be selling bedding plants, nursery stock and other gardening <br />supplies from mid April through the first week of July. The proposed hours of operation are <br />Monday through Saturday 9 a.m. to 8 p.m. and Sundays 10 a.m. to 6 a.m. They will be using <br />a 20' X 120' temporary greenhouse/display area. The total area for the garden center <br />operation is 2,400 square feet. <br /> <br />The proposed location is in the parking lot along Evans Street and will displace about 25 <br />parking spaces. The location will not disrupt traffic flow nor does it create any parking <br />problems. The garden center has been in the same location for the past 8 years without any <br />1ssues. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve Plant Place's request for a general planning <br />permit to allow a temporary greenhouse/garden center with the following conditions: <br /> <br />1. NO ELECTRICAL SERVICES SHALL BE ACROSS ANY DRIVE OR <br />WALKING SURFACE. <br />2. IF TRAFFIC BECOMES A PROBLEM AROUND THE TEMPORARY <br />SITE, THE SALES AREA SHALL BE DELINEATED WITH A BARRIER <br />TO RESTRICT TRAFFIC. <br />3. THE GREENHOUSE/GARDEN CENTER BE MAINTAINED FREE OF <br />DEBRIS AND KEPT IN AN ORDERLY CONDITION. <br />4. THE LOCATION OF THE GREENHOUSE IS CONSISTENT WITH <br />THE SUBMITTED SITE PLAN. <br />4.
