<br />City Council / GP 05-02 <br />February 22, 2005 <br />Page 2 <br /> <br />Overview <br /> <br />Wal-Mart is requesting a general planning permit to locate a temporary garden center in its <br />parking lot. It will be used for the display of trees, shrubs, bagged, goods and landscaping <br />blocks from April 1 st through August 1 st. The hours of operation will be seven days a week <br />from 7:00 a.m. -10 p.m. <br /> <br />The proposed location is in the parking lot on the north end and will displace about 64 <br />parking spaces. The location will not disrupt traffic flow nor does it create any parking <br />problems. The garden center has been in the same location in past years. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve Wal-Marts request for a general planning <br />permit to allow a temporary garden center with the following conditions: <br /> <br />1. NO ELECTRICAL SERVICES SHALL BE ACROSS ANY DRIVE OR <br />WALKING SURFACE. <br />2. IF TRAFFIC BECOMES A PROBLEM AROUND THE TEMPORARY <br />SITE, THE SALES AREA SHALL BE DELINEATED WITH A BARRIER <br />TO RESTRICT TRAFFIC. <br />3. THE GREENHOUSE/GARDEN CENTER BE MAINTAINED FREE OF <br />DEBRIS AND KEPT IN AN ORDERLY CONDITION. <br />4. THE LOCATION OF THE GREENHOUSE IS CONSISTENT WITH <br />THE SUBMITTED SITE PLAN. <br />4. THE GREENHOUSE AND DISPLAY AREA BE REMOVED WITHIN <br />ONE WEEK OF THE END OF THE SALES PERIOD AND THE SITE <br />BE RETURNED TO ITS PREVIOUS CONDITION. <br /> <br />s: \PLANNING \ Case Files \2005 \ GP 05-02 Wal-Mart\ GP 05-02_ CC.DOC <br />
