D. Definitions: <br />1. Composite Sample. A sample that is collected over time, formed either by continuous <br />sampling or by mixing discrete samples. The sample may be composited either as a time <br />composite sample: composed of discrete sample aliquots collected in one container at <br />constant time intervals providing representative samples irrespective of stream flow: or as a <br />flow proportional composite sample: collected either as a constant sample volume at time <br />intervals proportional to stream flow, or collected by increasing the volume of each aliquot <br />as the flow increases while maintaining a constant time interval between the aliquots <br />(minimum of 4 samples per hour). <br />2. Grab Sample. An individual sample collected in less than 15 minutes, without regard for <br />flow or time. <br />Section 2 Reporting Requirements <br />A. Monitoring reports (original laboratory report) shall be submitted quarterly (4 times per year) to <br />the City of Elk River Wastewater Treatment Facility Chief Operator. <br />Reporting Period Report Due to City by: <br />January 1— March 31 April 30 <br />April 1 - June 30 July 31 <br />July 1— September 30 October 31 <br />October 1— December 31 January 31 <br />All reports required by this permit shall be submitted to the City of Elk River, Wastewater <br />Treatment Facility Chief Operator, 248 Railroad Dr. NW, Elk River, MN 55330. <br />PART 3 — GENERAL CONDITIONS <br />A. City of Elk River has approved the discharge of leachate from Elk River Landfill, Inc. into the City <br />of Elk River Wastewater sewerage system on a routine basis. This discharge is subject to all <br />appropriate operational and financial conditions set forth with this agreement. <br />B. Records of loads hauled to the City of Elk River Wastewater Treatment Plant shall be maintained <br />by the Permittee. <br />C. The "Hauled in Waste Disposal Record for Elk River Landfill, Inc." form attached to this permit <br />shall be used for recording the delivery date and volume of every truck load to the City. This <br />form shall be sent monthly to the City for billing purposes to the address as described in Part 2, <br />Section 2. B. This disposal record form shall be submitted by the 15th of every month to report <br />the previous months discharge. <br />D. The quantity of wastewater discharged shall not exceed the limit detailed in Part 1, Section 2.A <br />of this agreement and be discharged between the hours of 5:00 AM and 5:00 PM Monday <br />through Sunday. Non business day, business hours (M -F 6:OOam-3:OOpm) hauling will be <br />permitted if no operational problems or public concerns develop. If problems or concerns arise, <br />the City will work with the Permittee, to amend hauling hours that work for both parties. The <br />waste hauler shall discharge contents into the Permittee provided storage tank and be metered <br />into the City system as determined by the WWTF Chief Operator. <br />E. In non- emergency situations, all contact with the City of Elk River shall be directed towards the <br />Wastewater Treatment Facility Chief Operator, 248 Railroad Dr. NW, Elk River, MN 55330. <br />3J Page <br />
