SECTION 5.0 LEACHATE CONVEYANCE ALTERNATIVES
5.1 General
Although Waste Management currently transports leachate to the Metropolitan Council
collection system by truck, two options were explored to pump leachate to the Elk River
Collection System. The proposed pumping systems incorporate the existing Waste Management
storage facilities and a new pumping station to provide a consistent flow of leachate and the
ability to regulate the discharge based on plant flow and load. Two alternate forcmain routes
were considered and flow monitoring was provided at three locations to evaluate the impact on
the collection system.
5.2 Forcemain Options
Two alternate options were evaluated for connection to the Elk River collection system as
depicted in Figure 4. The forcemain installation was evaluated with a directional drilled
installation. Materials include a 4 -in lined and un -lined construction. Option 1 is approximately
21,220-1f (4.02 -miles) in length and follows Highway 169 south from Waste Management to
Highway 197`h Avenue Northwest near Menards. Option 2 also follows Highway 169 south to
County Road 25 where the proposed routing parallels 25 and the Great Northern Trail Corridor to
a location just north of CSAH 1. The total length of Option 2 is approximately 26,000-1f
(4.92 -miles).
Unlined alternative are estimated at $1.85 M for Option 1 along Highway 169 and $2.14 M for
Option 2 which follows the Great Northern Trail Corridor. Estimated costs for a lined alternative
are $3.35 M and $4.02 M for Options 1 and 2, respectively. Detailed preliminary opinions of
estimated project cost are provided in Appendix F.
5.3 Flow Monitoring
Flow monitoring was provided at three locations in the collection system between May 1 and
May 20, 2015. Flowmeter locations and graphical summaries for the data recordings are
provided in Appendix G. Location 1 is associated with the proposed forcemain Option 2 through
City of Elk River, Minnesota —121.109643 Page 19
Elk RiveriWaste Management Leachate Study Prepared by Bolton & Menk, Inc.
