*Item 3.9.*

MEMORANDUM

TO: Mayor and City Council

FROM: Bruce A. West, Fire Chief

DATE: February 22, 2005

SUBJECT: Safety Grant Approval for Scissors Lift

On behalf of the City of Elk River Safety Committee, the Elk River Fire Department applied for a
safety grant through the Department of Labor and Industry for the purchase of a Genie GS2032
electric scissors lift and a trailer for use of transporting the lift to various City of Elk River buildings.
It has become increasingly difficult to obtain the safety grants from the Department of Labor and
Industry due to budgetary cuts within the State of Minnesota. The City of Elk River has been very
fortunate to have obtained numerous $10,000 grants in the past for projects such as Fire
Department SCBAs, a Utilities trenchbox, a Wastewater Treatment Plant sewer truck, and the Public
Works fire protection sprinkler system.

We have received confirmation from the Department of Labor and Industry that we have been
awarded a grant for $2,000 towards the purchase of an electric scissors lift and trailer to be used by
all City of Elk River departments. Building Maintenance Supervisor Gary Lore recendy visited
United Rentals and they have a reconditioned 1999 Genie GS 2032 electric scissors lift for the cost
of $5,950.00. Gary has completely reviewed the condition of the United Rentals lift and has
recommended the purchase of this reconditioned electric scissors lift.

Also included in the safety grant was the purchase of a new trailer to be used to transport the electric
scissors lift to any City of Elk River building where the scissors lift may be needed. We have
received a proposal, also from United Rentals, for a JLG Triple L power deck trailer model 449.
This is a trailer that is extensively used and designed for transportation of electric scissors lifts. The
trailer includes electric brakes, 5,000 lb capacity, and a drop-deck tailgate lift for ease of operation of
loading and transporting the electric scissors lift. The total cost of the power deck trailer is $5,065.00

City Administrator Pat Klaers, Finance and Administrative Services Director Lori Johnson and I
have discussed the purchase of the electric scissors lift and trailer and acceptance of the $2,000
safety grant award. The remaining funds needed for the purchase of this project will come from the
illsurance reserve.
