Open Forum <br />No one appeared for Open Forum. <br />6.1 City of Elk River Volunteer of the Month — Mayor Dietz <br />Mayor Dietz introduced, read, and presented a plaque to Dylan Church, Volunteer <br />of the Month for February. He noted the following volunteering accomplishments: <br />• Groomer for winter ski and walking trails at Woodland Trails Regional Park <br />• Part of the winter tree cutting crew at Woodland Trails Regional Park <br />• Member of William H.
