<br />. <br /> <br />. <br /> <br />. <br /> <br />~. , <br /> <br />SLPS248.DOC <br /> <br />St. Louis Park Sportsmans Club <br />April 1, 1999 <br /> <br />Peter Beck <br />Elk River City Attorney <br /> <br />Dear Mr. Beck <br /> <br />Thank you for an advance copy of the proposed changes in the Dangerous Weapons <br />Ordinance. <br /> <br />I have not contacted our President, Vic Archambo or our Vice President, Matt Moberg <br />and I am not representing their views on the proposed Ordinance change. But I think the <br />Club could live with the changes you are proposing but that is up to the President. <br /> <br />However, I would like to mention some different wording for your consideration as <br />follows : <br /> <br />B. Within five hund.red (500) feet of any building or structure or the boundary <br />of any platted area. This minimum of 500 foot distance may be reduced to <br />two hundred (200) feet for the discharge of dangerous weapons loran organized <br />gun club as defined in Section 404.14 and when the discharge of the dangerous <br />weapwt..ig, from a permanent shooting pad and is directed away from -ill&- <br />-atljoiDing propefty buildings or platted area. <br />/ <br /> <br />My reasoning for the above wording is as follows: <br /> <br />1. The City may want to direct the 200 foot requirement to an Organized Gun Club <br />to prevent any dispute by a resident of the city claiming the 200 foot minimum <br />requirement when shooting on their own property when they are shooting away <br />from their neighbors house and property line and from a permanent shooting <br />pad. Also our Club House could be considered a building in the way the <br />original Ordinance was worded and the way the proposed change is written. <br /> <br />2. The use of the words "Dangerous Weapon" is defined in Section 404.00 and <br />is used in the beginning of Section 404.12.2. You might want to consider using <br />this same wording to avoid any misunderstanding or confusion in the Dangerous <br />Weapons Ordinance. <br />
