<br />" " <br /> <br />The 2001 Committee, Inc. <br /> <br />. <br /> <br />February 3, 1999 <br /> <br />Mr. Patrick Klaers <br />City Administrator <br />13065 Orono Parkway <br />Elk River MN 55330 <br /> <br />Dear Pat: <br /> <br />The 2001 Committee needs you. <br /> <br />We need you, or someone that you will appoint from the staff, to help define the future of <br />our community. <br /> <br />As you know, we are about the fastest growing area in the State. We can just let it grow <br />that way, or we can define the kind of community we want for the future, and make it <br />happen. <br /> <br />We have some timely help for such a project. The Central Minnesota Initiative Fund <br />(CMIF) is willing to give us some funds, and some intensive training, to get us going. <br />Similar planning processes are already well underway in the Zimmerman-Livonia and Big <br />Lake areas with the help ofCMIF. The inclusion of Elk River would make a nice cluster <br />. of this kind of planning. <br /> <br />A lot of efforts are already underway in this area. The City of Elk River has a <br />comprehensive plan for land use, highways and parks, which will have to be updated soon. <br />The 2001 Arts Alliance is planning for an arts festival and an arts center. Partners For <br />Healthy Communities and Youth Initiatives continue the effort to make this a good place <br />for youth. The HRA is going through a visioning process for the downtown area. The <br />School District is developing a building plan. And undoubtedly, many other organizations <br />are planning for the future. <br /> <br />Now is a good time to pull it all together. We want to involve all segments of the <br />community, including the young and the old. And the CMIF philosophy is attractive, since <br />it concentrates on the positive things that we have, and not just on what we need. <br /> <br />We invite you to join us on a steering committee to make this happen. There will be some <br />obligations. You would be expected to take part in some training for two full days in <br />April, and five other full days over the next year. We think the process will take a couple <br />of years, but at the end we think the rewards will be .gratifYing. <br /> <br />. <br /> <br />The 2001 Committee has been involved in a lot of planning events for the past fifteen <br />years, but nothing like this. (A list of some past accomplishments is attached.) We are <br />excited about the broad scope of this project and about the kind of support we can expect <br />from CMIF. Weare also impressed with the kind of progress that has already been made <br />
