Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: ELK RIVER CROSSING REVIEW <br /> <br />Dear Planning Commissioner: <br /> <br />. <br /> <br />After the initial Planning Commission review of the Elk River Crossing Development at the <br />October 27, 1998 meeting, the developer has submitted a revised packet of drawings. The <br />packet we reviewed was printed on December 1, 1998 and had a latest revision date of <br />November 30, 1998 on several of the sheets. The plan set had 8 pages consisting of a title <br />sheet, boundary survey, existing conditions, preliminary development plan, preliminary plat, <br />preliminary grading and drainage plan, preliminary utility plan and wetland fill/mitigation plan. <br /> <br />In an effort to avoid redundancy and repetitiveness, we will only comment on engineering issues <br />and only on those items that have changed since the initial review at the October 27, 1998 . <br />meeting. For reference, we have attached a copy of our October 23, 1998 initial review of this <br />project. <br /> <br />Based on our review in meetings with the developer and his engineers, we would offer the <br />following comments on the revised plans: <br /> <br />A. <br /> <br />PRELIMINARY DEVELOPMENT PLAN <br /> <br />. <br /> <br />. The right-in-right-out along County Road 12 has been removed <br />. The full access along Tyler Street to the rear of the major tenants has been <br />modified to be a right-in right-out only <br />. The southern entrance into the site off of Tyler Street still sh:)ws a median <br />across the access point; however, this access point is intended to be full <br />access with a left turn lane off of Tyler turning into the shopping center <br />. Lot 1 and 2 in the northwest corner of the site are now shown to have a <br />common driveway <br />.
