<br />2.0 <br /> <br />Conduct Special Studies <br /> <br />. <br /> <br />2.1 Land Use Impacts <br /> <br />Land use analysis will be conducted at two lt~vels with a description below: <br /> <br />h. ":': ~~;;~""":':~;:~'':;.;,''.:~;.~_. _''::~-:. <br />· Corridor level- this analysis focuses on the development amounts anc:i"type with and <br />without the commuter rail service. <br /> <br />· Station level-o this ~nalysis focuses on the expected type and amount of land use that <br />wouldo be expected to occur within one-half mile of each station with and without the <br />commuter rail service. <br /> <br />Corridor Level Land Use Analysis. The Twin Cities, the St. Cloud area, and the governmental <br />units along the corridor have forecasts of population, dwelling units, and employment for the next <br />20 years. These forecasts have been developed with the assumption of no commuter rail service. <br />Forecasts of the impact of commuter rail service on corridor level of population, dwelling units, <br />and employment will be made. These forecasts will be further broken down into station area <br />development and non-station area development. Forecasts will be prepared for 2020 and a <br />general description of expected impacts beyond 2020 will be prepared. <br /> <br />Station Level Land Use Analysis. The general approach to forecasting changes in development <br />amount and type within one-half mile of each station will be a top-down approach to forecast <br />demand for development and a bottom-up approach to assess the capability of each station to <br />accommodate the demand. The product will be forecasts of type (residential, office, . <br />industrialllight manufacturing, and retail/service commercial) and amount by station for the Year <br />2020. The final forecasts will be input to the station area plans. <br /> <br />Two additional aspects of transit oriented development will be completed: <br /> <br />· Definition of proposed policies and actions which would enhance transit-oriented <br />development. A dialogue will be established to engage the local neighborhoods, the <br />responsible local and metropolitan agencies, interest groups, and the general public to <br />identify appropriate actions and the responsible parties for the implementation of <br />plans for the integration of commuter facilities and land use development. A <br />workshop format will be used to initiate dialogue with the communities to refine the <br />analysis process and identify issues to be addressed in Task 2.1. <br /> <br />· Definition of the specific steps to be taken in each local unit of government to <br />implement the proposed policies and actions which would assist in the <br />implementation of the proposed policies and actions. <br /> <br />· The impact of the project on growth management policies of the Twin Cities, St. <br />Cloud area, and the communities in the corridor will be addressed. <br /> <br />. <br /> <br />Work Program for Northstar Corridor MIS and EIS <br />For the Proposed Commuter Rail Service <br />February 25, 1999 <br /> <br />'-- <br />... ~ <br /> <br />6 <br />\V ork Program <br />
