. Work Program 1.0 Complete Phase II of the Northstar Corridor MIS The Contractor will perform the services outlined in this task necessary to complete Phase II of the Northstar Corridor MIS. The effort will consist ofrefining the.transportationstraregresto be evaluated, defining the evaluation framework, evaluating the alternative strategies, and selecting the Locally Preferred Transportation Investment Strategy (LPTIS). 1.1 Refine the Transportation Strategies to be Evaluated 1.1.1 No-Build Alternative The Contractor will refine the fixed facilities and transit improvements included in the Transportation Improvement Program (TIPs) along the corridor; these projects will be included in the No-Build Alternative. 1.1.2 Transportation Management The Contractor will refine the low-cost infrastructure improvements and bus transit improvements for the corridor. Included will be Intelligent Transportation Systems (ITS), Travel Demand Management, bus oper~tions, and Transportation Systems Management improvements. The initial work completed during Phase I will be used as the base. . 1.1.3 Transportation Strategy 1 The Contractor will refine the strategy that includes commuter rail service and feeder bus improvements. 1.1.4 Transportation Strategy 2 The Contractor will refine the strategy that includes the improvements in Strategy I, plus minor upgrades to TH 10. The candidate minor improvements include selected interchanges, lane additions in selected locations, access control, frontage road development, signal improvements/coordination, etc. 1.1.5 Transportation Strategy 3 The Contractor will refine the strategy that includes the improvements in Strategy 2, plus new Mississippi River crossing(s).
