Housing and Redevelopment Minutes <br />April 6, 2015 <br />Page 3 <br />Chair Wilson noted that if the cost was more than $4,000, staff would come back to the <br />HRA for approval. <br />The HRA concurred that staff should look at both lowest cost and quality. <br />Motion by Commissioner Toth and seconded by Commissioner Chuba to authorize <br />staff to negotiate an agreement for up to $4,000 in costs for commercial quality <br />lighting of the downtown trees. Motion carried 5 -0. <br />7.4 Downtown Beautification Update <br />Zack Carlton reviewed the current downtown beautification projects, including the tree <br />replacements along Main Street and plantings for the King Avenue parking lot. He asked if <br />the HRA had any specific goals or additional projects in mind. Commissioner Toth asked <br />how the trees will be watered. Mr. Carlton stated there is irrigation for the trees. <br />Commissioner Toth asked how the tree replacement project will affect the lighting project. <br />Mr. Carlton explained. <br />Commissioner Chuba asked when the paver project is expected to start. Mr. Barnhart stated <br />that the crosswalk and alley are expected to be completed first, beginning early spring, noting <br />that the barricades are already up. He stated that the rest of the project will be completed <br />later this summer. <br />8. Announcements <br />Colleen Eddy noted that the draft Demolition Loan Program has been sent to the City <br />Attorney for review. She stated that she hopes to present the document at the May meeting. <br />Commissioner Chuba noted that it was his understanding that the loan may not necessarily <br />be repaid and that the purpose is to clear lots on blighted properties, where it will be a good <br />investment for future development. <br />9.
