Explore mechanisms to continue to communicate the <br />redevelopment/expansion successes created by Granite <br />Shores, Jackson Place, The Bank of Elk River and River’s <br />Edge Commons Park and the reinvestment they <br />represent. <br /> <br />14. Capitalize an HRA Redevelopment Fund annually and <br />develop criteria for the selective acquisition of key <br />redevelopment parcels. <br /> <br />15. Identify current property owners’ interest in <br />redevelopment efforts and assist them by working with <br />the development community to achieve shared objectives. <br /> <br />16. Establish a special taxing mechanism to capitalize an <br />improvement, maintenance, and incentive fund to <br />support the downtown businesses and the infrastructure <br />that supports them. <br /> <br />17. Consider a tax increment finance district(s), as <br />appropriate, as a way to leverage private investment. The <br />City will actively seek additional public and private <br />funding sources to secure redevelopment objectives in the <br />area. <br /> <br />18. The Historic Preservation Commission should explore a <br />historic context study for the blocks on the north side of <br />Highway 10, south of 4th street, west of Gates. <br /> <br /> <br /> <br />
