Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: CSAH 12/CSAH 13 UPDATE <br /> <br />Dear Council Members: <br /> <br />City Administrator Pat Klaers asked me to prepare this memo updating you on the status of the <br />CSAH 13/CSAH 12 improvements. As of the date of this memo, I have been unable to contact <br />Dave Schwarting, County Engineer, for a specific update. I will, however, continue to try to <br />contact Dave and have a more detailed update for you on Monday evening. <br /> <br />. <br /> <br />It is my understanding that the County is still working to acquire the necessary easements along <br />CSAH 12 for the completion of their project. As you are aware, the project has federal money in <br />it, much like Tyler Street. We completed the plans for the County several months ago, and they <br />have been submitted to MnDOT. I believe that at this point they are rather stagnant at MnDOT <br />until the County can document that they have the right-of-way necessary to build the project. <br /> <br />At the joint meeting between the City Council and the County Board, a brief discussion of the <br />financing was initiated, but was rather superficial since the County Board had not been <br />presented with the proposal that we had discussed with their engineer. Attached is a copy of <br />the information I had available for that joint meeting but did not distribute. This is the same <br />information that was discussed with the City Council at a meeting a couple of weeks ago, with <br />one addition. The last item on the list talks about the City's contribution for CSAH 12. As you <br />may be aware, the County developed and adopted a cost participation policy last year. <br />According to the cost participation policy, our estimate was that the City's contribution to CSAH <br />12 would have been over $300,000. We took exception to the policy and documented what we <br />thought were fair and equitable charges to the City, in the range of just over $100,000. <br />However, our objections to the policy did not stop the County from adopting it. The one change <br />that has transpired since the County adopted this policy is that Sherburne County was granted <br />more ISTEA monies for the CSAH 12 upgrade. After the County received additional ISTEA <br />money, the County Board made a policy decision that on federally funded projects, the ISTEA <br />money would be split between the City and the County.
