Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: SCHOOL STREET IMPROVEMENTS <br />PUBLIC HEARING <br /> <br />DearCoundIMembe~: <br /> <br />. <br /> <br />As you are aware, the public hearing for the proposed School Street improvements between <br />Jackson Avenue and Proctor Avenue is scheduled for Monday evening's City Council meeting. <br />Please bring the feasibility study that was distributed last month to the meeting. If you are <br />unable to find your copy of the feasibility study, please let me know and I can provide additional <br />copies. <br /> <br />The proposed improvements consist of removing the north curb line and expanding the width of <br />the road northerly from the existing 36-foot width to 52 feet wide to provide four lanes of traffic. <br />In addition, the proposed improvements include concrete sidewalk along the entire length of the <br />south side of the road. As you have heard at the joint meeting with the School Board, the <br />School District is planning an expansion to the High School parking lot in conjunction with this <br />project. Their proposed expansion will increase the number of parking stalls by approximately <br />200. We will work closely with the School District to facilitate modifications to their access <br />points along School Street for their new parking expansion. <br /> <br />. <br /> <br />The total estimated cost of the proposed improvements including overhead is $315,000. The <br />properties along the south side of School Street are proposed to be assessed $12.00 per lineal <br />foot for the sidewalk construction. This results in a total assessment of $30,720, The remaining <br />project cost is proposed to be assessed 50 percent to the School District and 50 percent funded <br />by Municipal State Aid construction dollars. This results in a proposed assessment to the <br />School District of $142,140. I will be prepared at Monday's Public Hearing to make a brief <br />presentation of the feasibility study and then answer any questions the City Council and/or <br />audience may have. At the close of the public hearing, it would be appropriate to consider the <br />attached resolution ordering the improvement and the preparation of plans and specifications. <br />As you are aware, the timing of these improvements is critical due to the short summer <br />construction season between the end of the school year and the beginning of a new school <br />year. Therefore, we have almost completed preparation plans and specifications.
