Max Steininger, Inc.: Elk River Sand and Gravel Mine 7 | Page <br />Zone Change & Conditional Use Permit Application December 2016 <br />5.1 Reclamation Standards <br /> <br /> Schedule: <br /> <br />Reclamation will occur upon completion of mining activity. Reclamation will be completed <br />within one year of final extraction activity. <br /> <br /> Slopes: <br /> <br />Slopes will be reclaimed in accordance with the reclamation plan. Finished slopes will not <br />exceed 3:1 (H:V). <br /> <br />6.0 STANDARDS <br /> <br />6.1 Boundary: <br /> <br />Extraction operations shall be conducted within the confines of the boundaries indicated within this <br />application. <br /> <br />6.2 Setbacks: <br /> <br />The Site will operate in compliance with setbacks established in the Mineral Excavation section of <br />the City of Elk Rivers Code of Ordinances. Extraction operations shall not be conducted within five <br />feet of the right‐of‐way of an existing public utility; 50 feet of the boundary of any zone where such <br />extraction operations are not permitted, 30 feet of the boundary of an adjoining property which is <br />not being used for extraction operations or within any required buffer zone or setback area on the <br />applicants or any adjoining property. Setbacks are illustrated on Sheet C2, Mine Plan. <br /> <br />6.3 Fencing: <br /> <br />During extraction operations, access to any areas where collections of water are one and one‐half <br />feet in depth or more, or where extraction slopes are steeper than one foot vertical to one and one‐ <br />half feet horizontal, and any other areas where obvious danger to the public exists shall be controlled <br />by a four foot tall fence with support posts spaced every ten feet. <br /> <br />6.4 Appearance and Screening: <br /> <br />All equipment will be kept operational. Abandoned equipment and rubbish will be periodically <br />removed from the Site. Reclamation will begin as soon as practicable after each mining phase is <br />complete. The Site will be graded in accordance with the reclamation plan. <br /> <br />A screening berm will be constructed, seeded, mulched and maintained along the boundaries of the <br />Site. Maintenance of the wooded setback areas will minimize visual impacts. Screening berms may <br />be removed as part of final reclamation. <br /> <br />6.5 Noise: <br />
