TILLER CORPORATION <br />APPLICATION FOR <br />ZONE CHANGE TO MINERAL EXTRACTION OVERLAY <br />AND A CONDITIONAL USE PERMIT <br />FOR MINERAL EXCAVATION <br />ELK RIVER, MINNESOTA <br />1.0 INTRODUCTION/PROJECT SCOPE <br />Tiller Corporation (Tiller) is requesting a Zone Change to Mineral Extraction Overlay and a Conditional <br />Use Permit (CUP) for Mineral Extraction on property located in the very northern portion of Elk River. <br />Site operations will include stripping, extraction, processing, recycling of concrete and asphalt and <br />reclamation. In addition, materials suitable for reclamation or blending with onsite aggregates to <br />achieve certain gradations may be imported. The property encompasses 63.0 acres and includes two <br />separate parcels (Site). The easternmost parcel is bisected by Baldwin Street Northwest (Baldwin) <br />and only the portion of this parcel lying west of Baldwin is included in this application for rezoning <br />and CUP. An application for a lot split of this parcel has been submitted under separate cover.
