DRAFT POLICY (02.14-17) <br /> ELK RIVER MUNICIPAL UTILITIES - COMMISSION POLICY <br /> Category:: COMMISSION - Title: MONITORING PERFORMANCE OF THE <br /> 9 <br /> G3 MANAGEMENT GENERAL MANAGER <br /> CONNECTION <br /> Date of Adoption: Policy Reference: G.3d <br /> Purpose & Summary: With this policy, the Commission describes the manner in which it will <br /> routinely monitor the performance of the General Manager. <br /> Policy: <br /> The Commission will ensure that it routinely and thoroughly monitors the General Manager's job <br /> performance. The performance of the General Manager will be measured by comparing <br /> ERMU's accomplishments with the Commission's Results Policies and by comparing ERMU's <br /> operational conduct with the specific delegations and limits established by the Commission's <br /> Delegation to Management Policies, and consistent with Authority and Purpose Policies. <br /> Consistent with this general statement: <br /> 1. Monitoring is the periodic review of objective, relevant, timely and accurate information that <br /> allows the Commission to determine the extent to which Commission policies are being <br /> carried out. Information that does not do this is not considered monitoring information and <br /> should not be a focus of the Commission. <br /> 2. The Commission will acquire the monitoring information it needs by either or both of the <br /> following methods: <br /> 2.1. By internal report, in which the General Manager provides compliance information <br /> directly to the Commission. <br /> 2.2. By external report, in which an objective external party, selected by the Commission, <br /> gathers information for the Commission. At the Commission's discretion, the external <br /> party may also evaluate compliance with Commission policies and report this information <br /> to the Commission. <br /> 3. Regardless of the method(s) employed, the standard for compliance with any policy shall be <br /> whether or not the General Manager made a reasonable interpretation of the Commission <br /> policy being monitored following its adoption. <br /> Elk River �. <br /> Municipal Utilities <br /> 120 <br />
