DRAFT POLICY (02-14-17) <br /> ELK RIVER MUNICIPAL UTILITIES - COMMISSION POLICY <br /> Category: COMMISSION - Title: DELEGATION OF AUTHORITY TO THE <br /> G3 MANAGEMENT GENERAL MANAGER <br /> CONNECTION <br /> Page 1 of 2 <br /> Date of Adoption: Policy Reference: G.3b <br /> Purpose: With this policy, the Commission describes the manner in which it delegates authority <br /> to the General Manager. <br /> Policy: <br /> The Commission will provide direction to management only through the General Manager or <br /> through a temporary successor authorized by the General Manager or the Commission for a <br /> specific length of time. Except in unusual circumstances, the Commission will give direction by <br /> means of Commission action recorded in meeting minutes, by resolution, or by written policy that <br /> prescribes the results to be achieved as well as the actions and consequences to be avoided. <br /> The Commission will allow the General Manager to use any reasonable interpretation of its <br /> recorded actions, resolutions, or written policies. <br /> Consistent with this general statement: <br /> 1. The Commission will develop Authority and Purpose Policies, and Results Policies <br /> outlining high level priorities and instructing the General Manager to achieve certain results <br /> using the resources of ERMU that are made available through the approved Annual Business <br /> Plan with budget. <br /> 2. The Commission will develop Commission-Management Connections Policies that <br /> establish the respective roles and responsibilities of the Commission and the General <br /> Manager. <br /> 3. The Commission will develop Delegation to Management Policies that limit the methods <br /> the General Manager (and, by further delegation, management) may employ to achieve the <br /> results required by the Commission. <br /> 4. The Commission will develop its Results Policies and Delegation to Management Policies <br /> methodically and by subject area, beginning with the broadest level and moving to more <br /> focused levels, at the Commission's discretion. The Commission will determine the level of <br /> policy definition and specification so that, once approved, Commission members are <br /> comfortable allowing the General Manager to interpret each policy without the Commission's <br /> involvement (unless the General Manager requests Commission involvement). <br /> Elk River <br /> Municipal Utilities <br /> 117 <br />
