Conference in 2016. These policies also reflect feedback and direction given from the
Commissioners through the surveys conducted by Collaborative Unlimited. And, many of these
policies have already been reviewed by the Commission over the past few months as they were
being developed.
Ultimately these policies help define the style of governance and leadership expected, the
relationships between the parties, and the authorities and responsibilities for the Commission and
General Manger. These policies help define the line between governance and operations. The
policies are intended to be a guide for ethical leadership of a community asset.
With only Phase 1 substantially complete and Phase 2 not started, there are gaps and overlap in
policy. These gaps and overlaps are intended to be resolved as the Commission reviews and
considers policy updates and revisions over the coming year. It is the intention to bring policy
back for consideration at every Commission meeting as staff works to complete this project.
The proposed core governance policies presented are still in the format created by Collaborative
Unlimited. The intention would be that these policies would be formatted differently to be
consistent with our existing communication branding and similar to our policy formatting.
ACTION REQUESTED:
Adopt the core governance policies presented as the Governance section of the ERMU Policy
Book.
ATTACHMENTS:
• Existing ERMU Policy Book Table of Contents
• Proposed ERMU Policy Book Table of Contents
• Existing ERMU Policy— G.l a—By-Laws of Water and Light Commission
• Proposed ERMU Policy—G.1b—Organizational Core Purpose
• Proposed ERMU Policy—G.1 c—Mission Statement
• Proposed ERMU Policy—G.1 d—Vision Statement
• Proposed ERMU Policy—G.1 e—Organizational Values
• Proposed ERMU Policy—G.l f—Organizational Fundamentals
• Proposed ERMU Policy—G.1 g—Planning Themes
• Proposed ERMU Policy—G.2—Commission Purpose
• Proposed ERMU Policy—G.2a—Commission—City Council Relationship and Roles
• Proposed ERMU Policy—G.2b—Commission Authorities and Responsibilities
• Proposed ERMU Policy—G.2c—Governing Style
• Proposed ERMU Policy—G.2d—Agenda Planning
• Proposed ERMU Policy—G.2e - Commission Member Role, Responsibilities and Orientation
• Proposed ERMU Policy—G.2f—Commission Member Conduct
• Proposed ERMU Policy—G.2g—Commission Officer Roles, Responsibilities and Succession
• Proposed ERMU Policy—G.2h—Commission Committees
• Proposed ERMU Policy—G.2h.1 —Wage&Benefits Committee Charter
• Proposed ERMU Policy—G.2h.2—Financial Reserves and Investment Committee Charter
• Proposed ERMU Policy—G.2i—Independent Advisors to the Commission
• Proposed ERMU Policy—G.3 —Commission -Management Roles
• Proposed ERMU Policy—G.3a—Controlling Authority
Page2of3
POWERED BY
NATURE
Reliable Public
Power Provider POWERED To SERVE
68
