Parks&Recreation Commission Minutes Page 2 <br /> December 14,2016 <br /> IIII <br /> the Parks and Recreation Master Plan are to identify conceptual trails. <br /> Deb and Roger Whiteoak,property owners shared their concerns regarding putting <br /> the proposed trail on through their property. The pine trees are the only barrier they <br /> have between their home and County Road 1 traffic and the topography of their <br /> property has a steep drop off and believe the trail would be better suited on the west <br /> side of County Road 1 where the property is flat. <br /> Commissioner Niziolek appreciates the landowners concerns,and the need to work <br /> with the county to establish the easement for flexibility for future generations. <br /> Pushing for keeping the trail on the east side, stating he wants to have a grand trail <br /> plan for everyone but does not want it to negatively impact others. <br /> Commissioner Sagan shared that he went out there and thought the west side would <br /> be easier to work with, as the east side has a steep drop off. <br /> Commissioner Ahlness understands the landowners concerns and stated the west <br /> side would be better. <br /> Commissioner Kallemeyn reminded the commission that this project will not happen <br /> right now, that this is the planning stage where we want to acquire easements. <br /> Sharing that the city should acquire easements on both sides so we can figure out in <br /> III <br /> the future what side is better. <br /> Ms. Whiteoak shared that they planted 500 trees on the property and would like to <br /> see them mature for their future generations. <br /> Commissioner Holmgren stated that there seems to be options and would hate to <br /> see the property devalued. <br /> Chair Anderson stated a ten foot easement would give more flexibility. <br /> Moved by Commissioner Niziolek and seconded by Commissioner <br /> Kallemeyn to recommend to City Council to acquire a ten foot easement on <br /> east side of County Road 1 to be able to create a safe trail system and to <br /> minimize the loss of trees to the homeowners. Motion carried 4-3. <br /> 6.2 Arena Commission Seat <br /> Chair Anderson shared that Commissioner Sagan has agreed to be the Parks and <br /> Recreation Commission Liaison for the Ice Arena Commission. <br /> POIIEREI BY III <br /> INATURE <br />
